Foot or two below the surface. Known as ‘hardpan,’ it prevents water from draining, keeping soil around plant’s roots perpetually wet, even when soil at  surface has dried. The best way to resolve this situation is to pierce the hardpan with a pattern of drainage holes, similar to the ones you would find in the bottom of a flowerpot.
