Getting a New License
As a new resident to California you have approximately 10 days to get a California Driver’s License for the date you move.
 | Every license in the state of California is valid for 5 years and expires on your birthday. | The Department of Motor Vehicle (DMV) requires that every out-of-state applicant surrender their old license before being issued a new one. You will be asked to take a quick vision exam as a standard procedure. Note that no one with corrected vision of 20/200 will be issued a license. You must also be at least 18 years of age and pay a fee of $28. The driving test is usually waived for out-of-state drivers. However, drivers from a country besides the US must pass a driving test before being issued a license.

Obtaining New Registration
As soon as you have a California license you are required to have California automobile registration. The state gives you 20 days to complete this step. If you are caught with a CA license and out-of-state registration at the very least you will receive and hefty fine, and the patrol officer does have the power to revoke your license.
Purchasing New Insurance
As soon as you change your registration and license plate you are required to notify your automobile insurance company. Be ware that there is a law that says you cannot renew an out-of- state policy once a vehicle has been registered in California. Many insurance companies are not authorized to do business in California. Be prepared to purchase new insurance once you move.
