Bushes are dormant. Bushes can be pruned at the same time you move them to compensate for root loss and to remove any wood that has been winter-killed. The bushes should be remounded with soil to prevent stems from drying out until the roots take hold again. Move rose bushes with as much soil around roots as possible.
