You are planning to participate in a short term study program for 6 months or less. Members of foreign armed forces have no need to pursue a study permit from the Canadian border. Their family members however are required to apply for a permit before attending school.
Foreign representatives and their family members in Canada do not always need a study permit to attend school or educational programs. You should check with your specific embassy within Canada to make sure.
If you are applying from the US, Saint-Pierre et Miquelon, or Greenland you are allowed to apply for a Canadian student visa as you enter Canada and speak with border officials.
